Leadership and organisational structure

The provisional cabinet, the executive council, the standing committees and the district chapters of PEN KP. Every office on this page is held under the constitution of the association.

Who leads PEN?

PEN KP is led by a provisional cabinet headed by the Provisional President and the Provisional General Secretary. The cabinet works with an Executive Council, six standing committees including the Finance Committee, and a district chapter in every district of Khyber Pakhtunkhwa. No office bearer holds personal authority. Every post derives its powers, duties and limits from the constitution of the association, and every holder is accountable to the general body of member institutions.

The rule that sits above every post

Everyone is under the constitution

The association runs on written law, not on personality. These four principles apply equally to the provisional president and to a district executive member.

Authority comes from the constitution

Every post exists because the constitution creates it. Powers, duties and limits are written down, and nothing outside them is binding on a member institution.

Office is a trust

Office bearers serve member institutions. They do not own the platform, cannot use it for personal benefit, and vacate the post at the end of the term.

Every tier is accountable

The cabinet answers to the Executive Council, the council answers to the general body, and district chapters answer to both. Accounts and decisions are reported.

Members have recourse

A member who believes an office bearer has acted outside the constitution can file a complaint. The Discipline Committee hears it under written procedure.

2

The first point of contact. Local matters, coordination and initial grievance handling.

3

Divisional committee

Coordination between districts of the same division, and escalation upward.

4

Cabinet and council

Provincial representation, policy, legal engagement and final decisions under the constitution.

Questions

About the leadership

Who is the head of PEN KP?
The Provisional President heads the association, with the Provisional General Secretary running the secretariat. Both hold office under the constitution of PEN KP and are accountable to the Executive Council and the general body of member institutions.
What does provisional mean here?
A provisional cabinet carries full responsibility while the association completes the electoral process set out in its constitution. The posts, powers and duties are the same. The difference is that the holders serve until elections are held.
Who handles the finances of the association?
The Finance Secretary, working with the Finance Committee. The budget and accounts are presented to the Executive Council, which approves them. No single office bearer controls funds alone.
How are district office bearers appointed?
District chapters are formed from member institutions of that district, and their office bearers are notified by the secretariat. Each district has a President, a General Secretary and a Finance Secretary at minimum.
What can I do if an office bearer acts outside the constitution?
File a complaint through the complaint cell on this website. It is issued a tracking ID and referred to the Discipline Committee, which proceeds under the written procedure of the constitution.
How do I contact the office bearers of my district?
Use the district chapter listing on this page, or contact the secretariat, which will connect you to the district chapter and its coordination group.

Represented, not alone

Member institutions elect the leadership, raise matters through their district chapter, and hold every office bearer to the constitution.
